Digg’s Apathetic Users?

There has been some discussion today as to the low number of digg users who actually submit news stories and comment as to those who just ‘digg’ stories.
According to duggtrends.com (or is it diggtrends? Those guys need to get their naming down):
As per Kevin, there are 444,809 registered users, out of these only
2287 contributed one or more story for the period of 6/19/2006 9:31:28
PM to 7/30/2006 4:41:34 PM, may be most of the users just digg &
not submit any story, remember the 1% rule?
Is this really surprising, though? If you have a rabid group of users that submit stories within minutes of them coming online, how much room is there for casual diggers? There is only a limited pool of stories available at any given moment. Every time I even considered posting a story, it had already been posted.
